There is a strong potential to use public data for policy-making, but that does not come for free. Obviously there is a wealth of public sector data. It needs to be structured and "opened" for other uses, also considering the data protection issue.

Needless to note that new regulatory frameworks such as the GDPR make it even more difficult to take advantage of data; even if you have them. This should be revised IMHO.
