This is not a difficult question but a very broad one. in general we need - a regulatory framework connected with all relevant bodies of law (GDPR) - interoperable data structures - reuse design (new services) - technical implementation - market take-up.

That is a very good comment. As I see it there are vastly different requirements in each phase.

Interoperability of both systems and regulatory frameworks is the first and foremost.
