Solutions are only already operating and proven initiatives. I think we should look for them in Google, IBM, Facebook, Apple etc.

The problem of adoption is not only technical: it is also political and ideological - stakeholders and the public may be suspicious or distrustful of data driven policy making. Solutions may not be purely technical: e.g. development of counter-narratives, rules for ensuring citizen or policy-maker agency, identification of policy domains more (or less) suited to these approaches, development of guidelines for the communication of the results, how to support to policy makers effectively in complex policy environments and discover opportunities for compromise between conflicting interests.
