Systems of innovation mapping analysis is an approach for context analysis in a country regarding the implementation of policies. It would be interesting to see how big data could be incorporated in these kind of analyses.

However, imposing change (e.g. through legislation) might be necessary in cases where behavioural change does not work (or is not enough).
