The idea to pay in data itself schould be supported by some more details.

Patterns and "black-swans" is the obvious important things. But i don't know if these are enough for policy making.

Everyone should contribute with (relevan and non-sensitive) data when it comes to coping with societal problems.

Most of the data obtained from these sources involves Personally Identifying Information (PII), carries associated privacy risks, and must hence be handled responsibly.
