Big Policy Canvas Research Roadmap
[...] Which (technical, organizational, legal) requirements need to be met to enable the use of big data in each phase (please add comments in the definitions above)?
From the technical point of view, there is a plethora of commercial solutions out there. I don't know if there are opensource also, which would be ideal for the public sector.

As far as the legal are concerned, this is very challenging. As i also said before, legal homogenization in Europe for example is a "green light" for such endeavours.
